The Zero-Down Playbook: How Hawaii Buyers Are Purchasing Homes With Nothing Out of Pocket

Most people believe you need 10–20% down to buy a home in Hawaii. At $600,000 to $1 million+, that's $60,000 to $200,000 in cash that most buyers simply don't have. The reality: multiple legitimate paths exist to purchase with nothing — or near-nothing — out of pocket. Here's what actually works, what doesn't, and how to structure the deal.

Every week, someone sits across from me and says some version of the same thing: "I know I can't buy yet — I don't have the down payment saved."

And every week, I get to show them a path they didn't know existed.

Not because there's some secret loophole or too-good-to-be-true scheme. But because the mortgage industry offers several legitimate, well-established paths to homeownership that don't require you to drain your savings account. Some require no down payment at all. Others combine low down payments with gift funds, assistance programs, and seller credits to get the total cash-to-close to zero or close to it.

These aren't theoretical. We close these deals in Hawaii every month. Here's how each path works, who qualifies, and what the real trade-offs are.


The Misconception: "I Need $100K to Buy in Hawaii"

When the median Oahu condo is around $500,000 and the median single-family home pushes $1.1 million, the mental math is brutal. Twenty percent of $500,000 is $100,000. Twenty percent of $1.1 million is $220,000.

But 20% down hasn't been a requirement for decades. It's what you need to avoid PMI on a conventional loan — that's it. The actual minimum down payments are:

  • VA Loan: 0% (zero down payment)
  • USDA Loan: 0% (limited to eligible rural areas — parts of the Big Island, Maui, and Kauai qualify; income limits and a guarantee fee apply)
  • FHA Loan: 3.5% ($17,500 on a $500,000 home)
  • Conventional: 3–5% ($15,000–$25,000 on a $500,000 home; the 3% option generally requires at least one borrower to be a first-time homebuyer or to qualify under an affordable program like HomeReady, per the Fannie Mae Selling Guide)

And when you layer in gift funds, down payment assistance programs, and seller concessions to cover closing costs, the actual cash a buyer needs to bring to the table can be reduced to zero.


Path 1: VA Loans — The Gold Standard of Zero Down

If you are a veteran, active-duty service member, National Guard/Reserve member with qualifying service, or an eligible surviving spouse, the VA loan is the single most powerful zero-down tool in the mortgage market. Full stop.

Here's what VA gives you:

  • Zero down payment — with no loan limit if you have full entitlement. This is the part almost nobody gets right, including a lot of loan officers. Since the Blue Water Navy Vietnam Veterans Act took effect in 2020, veterans with full entitlement have no VA loan limit. You can buy a $1.5 million home on Oahu with $0 down if your income and credit support the payment. Honolulu County's 2026 conforming limit of $1,249,125 (FHFA) only comes into play if you have reduced entitlement — for example, an existing VA loan you haven't paid off. (Maui and Kalawao counties run even higher at $1,299,500.)
  • No private mortgage insurance (PMI) — ever
  • Competitive interest rates — historically at or below comparable conventional rates
  • Unlimited seller-paid closing costs — the seller can pay ALL of your normal closing costs with no cap
  • Up to 4% in additional seller concessions — covering the VA funding fee, prepaids, discount points beyond normal, and even paying off buyer debts (VA Pamphlet 26-7, Chapter 8)

The math: on an $800,000 home, a VA buyer can purchase with $0 down. If the seller agrees to cover normal closing costs (no cap) plus concessions from the 4% allowance ($32,000), the buyer can walk into the home with literally nothing out of pocket.

This isn't theoretical. Hawaii has one of the largest military populations in the country — Joint Base Pearl Harbor-Hickam, Schofield Barracks, Marine Corps Base Hawaii, Fort Shafter, Tripler Army Medical Center. We structure these zero-out-of-pocket VA purchases every month.

The one cost to be aware of: the VA Funding Fee — 2.15% for first-time use with less than 5% down, 3.3% for subsequent use (current VA fee table, locked in by statute through November 2031). It can be financed into the loan or paid by the seller — just know that a seller-paid funding fee counts against the 4% concession allowance. Two more pieces of good news here:

  1. Veterans receiving VA disability compensation are fully exempt from the funding fee. So are active-duty Purple Heart recipients and surviving spouses receiving Dependency and Indemnity Compensation (DIC). With roughly a third of veterans receiving disability compensation, a huge share of Hawaii's VA buyers pay no funding fee at all.
  2. New for 2026: the funding fee is tax-deductible for borrowers who itemize, treated like an upfront mortgage insurance premium. Talk to your tax professional about whether you qualify.

Path 2: Down Payment Assistance and Below-Market Rate Programs

For non-VA buyers, Hawaii offers assistance programs that can meaningfully lower your cost of entry. These programs change frequently — funding runs out, rules get amended, rates adjust — so always verify current terms with a participating lender. Here's the current landscape:

HHFDC Hale Kamaʻaina Mortgage Program: Relaunched in December 2025 by the Hawaii Housing Finance and Development Corporation (this is the old Hula Mae program, revived after 12 years dormant), Hale Kamaʻaina's headline benefit is a below-market 30-year fixed rate — as of this writing, 4.65% for government loans (FHA/VA/USDA) and 4.95% for conventional, well below prevailing market rates. Rates are set by HHFDC and change over time.

An honest note on its down payment assistance option: under the program's current rules, the DPA loan requires the buyer to contribute 5% down from their own funds — so today, Hale Kamaʻaina is primarily a payment-lowering tool rather than a cash-eliminating tool. Legislation has been proposed to reduce the buyer contribution requirement, so this may improve. Even without the DPA, a rate more than a point below market can cut hundreds of dollars off your monthly payment — which often matters more than the down payment itself.

Eligibility basics: first-time buyers (generally, no home ownership in the past three years, with exceptions for targeted census tracts), Hawaii residents, owner-occupants, income limits that vary by household size — larger households can earn well into six figures and still qualify. County-Level Programs: Honolulu, Maui, and Hawaii County have periodically offered their own assistance programs, often funded through federal HOME or CDBG allocations. These tend to be smaller dollar amounts but can stack with other strategies when funded.

Employer Assistance Programs: Some large Hawaii employers (military-adjacent contractors, healthcare systems, state/county government) offer homebuyer assistance as an employee benefit. Always worth asking HR.


Path 3: Seller Concessions — Let the Seller Pay Your Way In

Even if you have a down payment covered (through VA, gifts, or savings), you still face closing costs — typically 1.5–2% of the purchase price in Hawaii. On a $700,000 home, that's $10,500–$14,000.

Seller concessions can eliminate this entirely. And right now, the leverage is on your side: per Redfin, sellers gave concessions in 46.2% of U.S. home sales in May 2026 — the highest share for any May on record — because there are far more sellers than buyers in the market. On Oahu, the condo market in particular has shifted firmly into buyer's territory, making concession requests increasingly successful.

The limits by loan type:

The strategy is simple: offer at or near list price, but include a seller credit toward your closing costs in the purchase contract. The seller's net proceeds are the same as a lower offer without a credit — but you keep your cash.

Path 4: FHA + Gift Funds + Seller Concessions

FHA loans allow your entire 3.5% down payment to come from gift funds — money given to you by a family member, employer, or approved organization. The gift does not need to be repaid. (Conventional loans allow this too: on a one-unit primary residence, the entire down payment can also come from gifts with no minimum contribution from your own funds (Fannie Mae Selling Guide B3-4.3-04) — no minimum borrower contribution applies.)

Here's how a zero-out-of-pocket FHA purchase can work:

  • Down payment (3.5%): Covered by a gift from a family member
  • Closing costs + prepaids: Covered by a seller concession (FHA allows up to 6%)
  • Cash from buyer: $0

The requirements: the gift donor must provide a signed gift letter confirming the funds are a gift (not a loan), plus documentation of the transfer. The donor cannot be someone with a financial interest in the transaction (like the seller or real estate agent).

This path works particularly well for first-time buyers whose parents or grandparents want to help but whose help wouldn't cover a full 20% down payment. At 3.5%, a gift of $17,500–$25,000 (depending on purchase price) combined with seller concessions gets the buyer into the home with nothing from their own savings.


Path 5: Combining Strategies for True Zero

The most powerful zero-down purchases combine multiple strategies:

VA + Seller Concessions:

  • Down payment: $0 (VA benefit)
  • Closing costs: Seller pays all (no VA cap on normal closing costs)
  • Funding fee + prepaids: Seller pays from 4% concession allowance (or waived entirely if you're exempt)
  • Total buyer cash: $0

FHA + Gift Funds + Seller Concessions:

  • Down payment (3.5%): Gift from family
  • Closing costs: Seller concession (up to 6% allowed on FHA)
  • Total buyer cash: $0

Conventional + Gift Funds + Seller Concessions:

  • Down payment (3–5%): Gift funds (one-unit primary residence)
  • Closing costs: Seller concession (3% allowed with <10% down)
  • Total buyer cash: $0 or near-zero (tighter, because conventional's 3% concession cap is smaller)

Hale Kamaʻaina + Any of the Above:

  • The below-market rate stacks with FHA or conventional structures for eligible first-time buyers — lowering the monthly payment while gifts and concessions handle the cash to close.

The Trade-Offs: What Zero Down Actually Costs

Zero down doesn't mean zero cost. It means the costs are structured differently. Here's what you're trading:

Higher monthly payments. Less money down means a larger loan balance. On a $600,000 home, the $120,000 difference between 0% down and 20% down adds roughly $750–$800 per month in principal and interest at today's rates in the mid-6% range.

Mortgage insurance (non-VA). FHA loans carry an upfront mortgage insurance premium of 1.75% (usually financed into the loan) plus an annual MIP — currently 0.55% for most buyers putting the minimum down — that lasts for the life of the loan when your down payment is under 10% (HUD 4000.1). On a $580,000 FHA base loan, that annual MIP is approximately $266/month. Conventional loans with less than 20% down carry PMI, which can be removed once you build sufficient equity. VA loans have no monthly mortgage insurance at all — one of their biggest advantages.

The VA Funding Fee. First-time VA users pay 2.15% of the loan amount ($17,200 on $800,000); subsequent use is 3.3%. It can be financed or seller-paid, but financing it increases your loan balance. Veterans receiving disability compensation are exempt, and starting in 2026 the fee is tax-deductible for those who itemize.

Less equity cushion. If the market dips, a zero-down buyer is underwater faster than someone who put 20% down. In Hawaii's historically appreciating market this has rarely been a long-term problem, but it's a real short-term risk if you might need to sell within 2–3 years.

The honest assessment: for most Hawaii buyers, the alternative to buying with zero down isn't buying with 20% down — it's not buying at all and continuing to rent while prices appreciate. Every year you spend saving toward a bigger down payment is a year the target can move further away.
