VA Condo Approval vs. Warrantability in Hawaii

VA condo approval and conventional "warrantability" are two different reviews by two different bodies, and a Hawaii building can pass one and fail the other. VA approval is the Department of Veterans Affairs' review of a condominium project — its declaration, bylaws, budget, and governance — which places the project on the VA's accepted list. Warrantability is Fannie Mae's and Freddie Mac's standard for conventional loans, applied by the lender on each transaction. The reviews overlap but do not coincide. A 1970s Makiki walk-up with thin reserves may be VA-accepted (the VA approved it years ago and nothing has triggered a withdrawal) while failing Fannie Mae's 2026 reserve test; a new Kakaʻako tower may be warrantable on day one but not yet on the VA list because nobody has submitted it. Three things the VA list will not tell you

  1. Condition of the unit. VA approval is about the project; the VA appraisal still applies minimum property requirements to the unit — working systems, no exposed wiring, no active leaks, a passing PC-9 termite inspection.
  2. HOA health. An accepted project can still carry a special assessment or an insurance gap. Read the reserve study and the HO-6 requirements; the Hawaii condo insurance crisis has caught buyers in approved buildings.
  3. Leasehold status. VA approval of a project does not make a leasehold unit financeable. Leasehold condos are a small share of Oahu's market and, in practice, almost impossible to do with VA financing — they stand out as very nice-looking buildings at prices that seem too low. Confirm fee simple before you offer.

If the building is not on the list

You have two routes, and both fit inside a standard Hawaii escrow:

  • Lender-submitted approval. Your VA lender packages the project documents and submits them to the Regional Loan Center as part of your purchase. Two to three weeks is typical, and a 45-day contract accommodates it — write the offer with a realistic financing contingency and tell the listing agent what is happening.
  • HOA or seller application. The association (or a motivated seller) applies directly to approve the entire building for all future VA buyers. Slower, but it raises the building's buyer pool permanently — a point worth making to a board.

Condotels and buildings with mandatory rental pools are the exception: the VA does not approve projects that operate primarily as hotels, so most Waikiki condotels are off the table for VA financing regardless of route.
