Does BAH Count for a VA Loan in Hawaii?

Yes. Basic Allowance for Housing counts as qualifying income for a VA loan when it appears on your Leave and Earnings Statement and is expected to continue — and because BAH is tax-free, most VA lenders gross it up (commonly by up to 25%) when they calculate your debt-to-income ratio. In Hawaii, where 2026 Honolulu County BAH with dependents runs from about $3,183 a month for an E-4 to $4,959 for an O-5, that allowance is usually the single largest line in a service member's qualifying income.

How a lender counts your military pay

A VA lender builds your qualifying income from your LES, line by line:

Two things trip people up. First, the gross-up is a lender policy, not a VA mandate — the VA allows tax-free income to be grossed up, and the percentage varies by lender, so ask. Second, "expected to continue" matters more than the dollar amount: an ETS date inside the next 12 months without re-enlistment documentation is a problem; a PCS to Hawaii with three years on orders is not.

What the gross-up does. An E-6 with dependents drawing $3,861 in BAH is treated, at a 25% gross-up, as having about $4,826 of qualifying income from BAH alone. Over a year, that is roughly $11,500 of additional qualifying income that never shows up on a tax return — which is exactly why a Hawaii VA lender who understands military pay can approve a purchase that a generic lender turns down.

What BAH actually buys on Oahu

BAH alone rarely carries a Hawaii purchase — it is the largest piece, combined with base pay and BAS, tested against the VA's debt-to-income guideline (41%, with residual income as the compensating factor). Two Hawaii-specific cautions

  • BAH stops when you separate. If you plan to leave the service during the loan, the lender will want to see the income that replaces it. Retirement pay, VA disability compensation, and a signed civilian offer all count.
  • Dual-military couples can combine. Two eligible borrowers can use joint VA financing, and both BAH amounts count — common at Pearl Harbor-Hickam and a fast way to qualify for a family-sized home.
