The VA IRRRL in Hawaii

The VA Interest Rate Reduction Refinance Loan (IRRRL) is the VA's streamline refinance: it replaces an existing VA loan with a new VA loan at a lower rate, or converts an adjustable-rate VA loan to a fixed rate, typically without a new appraisal or full income re-verification and with a reduced 0.5% funding fee. It is available only on homes already financed with a VA loan, it cannot take cash out, and it must pass the VA's net-tangible-benefit and 36-month recoupment tests. For Hawaii owners — including those who bought on Oahu and have since PCS'd to the mainland — it is the simplest refinance in the market when rates fall.

Why the PCS angle matters in Hawaii

Oahu has an unusually large population of VA-financed homes whose owners no longer live in them: the buyer used the VA loan at Schofield or Pearl Harbor, PCS'd after three or four years, and kept the home as a rental. The IRRRL's occupancy rule looks backward — you must have occupied the home at some point under the VA loan — so those owners remain eligible even from another state or another country. That is a meaningful advantage over a conventional rate-and-term refinance on a rental, which prices as an investment property and requires a full appraisal.

Running the recoupment test yourself

Divide the closing costs by the monthly principal-and-interest reduction. If the result is 36 or less, the loan passes. A worked example: an $800,000 VA balance refinanced to a rate one full point lower saves roughly $500 a month in principal and interest; with $9,000 of closing costs (including the $4,000 funding fee), recoupment is 18 months — a clear pass. The VA excludes prepaid items like escrow deposits from the recoupment math, and the funding fee is included; lender credits can offset costs.

When an IRRRL is the wrong tool

  • You need cash. A VA cash-out refinance (2.15%/3.3% funding fee, full appraisal) or a first-lien HELOC are the routes for equity access.
  • The rate drop is under 0.5%. The loan will not pass the net-tangible-benefit test, and it would not be worth the costs anyway.
  • You want to shorten the term dramatically. Allowed, but the payment must still not rise by more than 20% unless you re-qualify with full documentation.
