Can you really buy in Hawaii with $0 down?
Yes, with full entitlement. Since January 2020, VA borrowers with full entitlement have no loan limit; the VA guarantees 25% of whatever the lender approves. Your real ceiling is set by income, debts, and the VA's residual-income test — not by a table. On an $800,000 Oahu home that is $160,000 you do not need to save; on a $1.1 million home, $220,000.
Full entitlement means you have never used the benefit, or you used it and the loan was paid off and the home sold, or a prior VA loss has been repaid. Is there PMI on a VA loan?
No — never. Conventional loans with less than 20% down carry private mortgage insurance until you reach 20% equity; at Hawaii loan sizes that is commonly $300–$400 a month for years. VA loans replace it with a one-time funding fee, described next, which is financeable and waived for many veterans.

Do VA loan limits apply in Hawaii?
Only with reduced entitlement. The 2026 FHFA single-family conforming limits are $1,249,125 for Honolulu County, $1,299,500 for Maui and Kalawao, $1,007,250 for Kauai, and $862,500 for Hawaii County. Does BAH count as income?
Yes. Basic Allowance for Housing counts when documented on your LES and expected to continue, and because it is tax-free most lenders gross it up — commonly by up to 25%. Can you use a VA loan on a Hawaii condo?
Yes — if the condo project is VA-approved. About 1,766 Oahu projects are on the VA's accepted list, and the VA-Approved Condos Oahu directory lets you check any building in seconds. If a building is not listed, your lender can submit it for approval during escrow (typically two to three weeks). What about leasehold property?
Leasehold is a small share of the Oahu market and, in practice, almost impossible to finance with a VA loan. You will notice these listings because they look like very nice condos at prices that seem too low — the price is low because the land is leased, not owned, and the lease runs out. The advice is simple: skip them and stick with fee simple. Most Oahu leaseholds with fewer than 15 years left can only be bought with short-term conventional fixed products or cash. VA or conventional?
For most eligible primary-residence buyers, VA wins: $0 down, no PMI, and military-pay-aware underwriting. Conventional can be the better tool with 20% down and reduced entitlement, on a warrantable-but-not-VA-approved condo, or for a property you will not occupy. The steps, in order
- Certificate of Eligibility. Your lender can pull it through the VA portal in minutes; it confirms entitlement and any funding-fee exemption.

- Property screen before you offer. Fee simple (skip leasehold); VA condo status; age and condition against VA minimum property requirements.
- Offer and escrow. VA appraisal (with the Tidewater process if value comes in low), the PC-9 termite inspection, and seller concessions of up to 4% for closing costs or the funding fee.
